Previous and Current Research
The project aims to position Ukraine on a global scale, strengthen its intellectual capital, and ensure the dissemination of high-quality research. The publication of high-impact scientific journals allows for the verification of research quality, consideration of the use of state funds, achievement of results in the international community, and critical analysis of scientific discoveries in the context of national security. The project's objective involves developing a concept for the functioning of the academic publishing ecosystem of modern universities to ensure Ukraine's competitiveness globally, the development of the national research space, and its effective integration into the European Open Science.
The project's expected outcomes lie in the realm of enhancing the reputation and trust in Ukrainian scientific professional publications and scholars, ensuring the quality of scientific research, and increasing the country's competitiveness on the international scientific stage.
Future Projects and Goals
- investigate challenges in the academic publishing field and identify models for their transformation according to international standards and current publishing practices of EU countries;
- conduct monitoring analysis of European practices in evaluating the work of scientists and ranking academic publications;
- conduct content analysis of the coverage and clarity of articulating requirements for quality, originality of research, and clarity of journal policies with a high impact factor;
- summarize editorial practices of academic publications to ensure Ukraine's competitiveness;
- develop a methodology for determining the costs of preparing a scientific article and its publication and justify mechanisms for cost reimbursement;
- justify the methodology for identifying potential financial expenses of Ukrainian state universities for the publication of academic journals included in Scopus and WoS;
- develop a concept for the functioning of the academic publishing ecosystem in Ukraine.
Methodological and Technical Expertise
- the models of transformation of the scientific publishing field in accordance with the requirements of international standards and current publishing practices of EU countries (SWOT-analysis, PESTLE-analysis of a hypothetical scientific journal's editorial conditions, and a hypothetical scientist);
- monitoring the analysis of European practices of qualitative assessment of researchers' work and ranking of scientific publications by relevant ministries (studying scientific literature, analyzing regulatory documents, interviews with experts (Edinburgh
University Press, Central European University Press, University of Latvia Press), surveys of key players (editors, authors, and reviewers), comparative analysis with international standards, and expert discussions);
- content analysis of the articulation and clarity of requirements for the quality, originality of research, and clarity of journal policies (the analysis of policies of international scientific publications with high impact factors);
- surveys conducted among the faculty of Ukrainian and foreign universities and editors;
- the survey methodology will use online forms available on Google for data collection within the research framework, the questionnaire will be developed using a combination of open and closed-ended questions;
- the methodology for determining the costs of preparing a scientific article and its publication in open-access publications, as well as justifying mechanisms for reimbursing expenses and incentivizing domestic researchers to publish in high-ranking scientific journals to optimize state expenditures in the budgets of national universities (decision theory models, budget estimates, and operations research and optimization models);
- the methodology for identifying potential financial expenditures of Ukrainian state universities on the publication of low-ranking scientific journals and the creation and efficient operation of editorial offices for scientific publications aiming for inclusion in global scientometric databases such as DOAJ, Scopus, WoS (methods of systems analysis, statistical forecasting, and optimization);
- the development of a roadmap that defines specific strategies and measures for implementing new economic and legal principles (expert discussions and corrections, including DELFI-analysis);
- an Alliance of Key Stakeholders - the Alliance of the University Press will be created for the monitoring and evaluation system;
- the main methods of work within the project is collaboration and networking;
- a project website for exchanging interim and final results, collecting feedback, and communication channels on major social networks (Facebook, Linkedin);
- the feedback mechanism for continuous information collection from stakeholders will include surveys, feedback forms, and regular meetings to ensure ongoing improvements.
